Partial Android app blocking and step counting are buildable, but iOS restricts app blocking to Apple's Screen Time framework with special entitlements, so the iPhone version is harder.
What it would actually take: On Android, use the Accessibility or UsageStats APIs to detect and overlay blocked apps, plus the step sensor for minutes. On iPhone, the app must use Apple's FamilyControls and DeviceActivity frameworks, which require an entitlement approval from Apple and have limited customization. Getting the iOS side accepted and reliable is the hard part, and it depends on platform policy more than engineering skill.
