What it would actually take: A realistic build wraps a libretro core such as Genesis Plus GX in a Windows frontend with a custom renderer for ultrawide output. The hard part is per-game HUD analysis: finding the VDP/sprite positions that define HUD elements and remapping them, which needs emulator and 68000 disassembly knowledge. The ROMs must be user-supplied, so no game data is shipped.
