Could you build this?
No Preventing factory resets and surviving device wipes requires deep Android Device Admin / Enterprise Device Owner (MDM) enrollment or custom system/ROM-level privileges that modern Android OS strictly restricts for standard consumer apps.
What it would actually take: To survive or truly block hardware-level factory resets and SIM changes, the app must be provisioned via Android Enterprise Device Owner mode (often requiring Knox SDK on Samsung or QR provisioning during initial phone setup) or installed into the `/system` partition via root/custom recovery. The infrastructure involves a persistent Device Policy Controller (DPC), background push notification architectures (FCM/SMS fallbacks), and a secure command server to issue remote lock, wipe, and GPS telemetry commands.
