Partial Curating and configuring a modpack is mostly assembling existing mods, configs, and quest files, which a non-expert can do. Making hundreds of mods work together, however, requires Java/Forge-level debugging of mod conflicts and balancing.

What it would actually take: The bulk of the work is selecting mods, writing configs, and building a launcher or packaging pipeline, which is accessible to a motivated builder.
