Could you build this?
Partial Unpacking, editing, and serving IPA files is scriptable, but making modified apps installable requires Apple code-signing, provisioning profiles, and entitlements that demand specialized iOS security knowledge.
What it would actually take: The stack would be a backend that unpacks IPA archives, applies plist and binary edits, re-signs with valid certificates, and serves an OTA manifest over HTTPS. The hard parts are Apple's signing and provisioning constraints and handling device-side install restrictions. Real use also requires understanding the legal and App Store policy exposure around redistributing modified apps.
