No A PlayStation Vita XMB replacement that runs on modified consoles requires niche homebrew, kernel-plugin, and platform knowledge.
What it would actually take: A real version needs a Vita homebrew toolchain (VitaSDK) and the console's system-level plugin architecture, such as taiHEN/kernel modules, to replace the system menu safely. The UI itself is C/C++ rendering work, but integrating with the Vita's boot and security model and avoiding bricks requires specialized platform expertise. Testing needs real hardware and a modded console.
