Could you build this?

Partial Basic browser PDF viewing, merging, and annotation are vibe-codeable with existing libraries, but faithful in-place editing, local OCR, and on-device translation are harder to make reliable.

What it would actually take: A realistic stack is pdf.js for rendering, pdf-lib for manipulation, and WebAssembly OCR such as Tesseract, with a small on-device translation model run through a browser inference runtime. The hard part is editing existing PDFs with accurate text reflow and fonts, which needs deep knowledge of the PDF format. Translation quality and model size also need careful engineering.
