What it would actually take: The UI and audio pipeline can be built with Electron or Tauri plus a local Whisper runtime. The hard part is the custom cleanup model, which needs a dataset of raw-to-clean dictation pairs, fine-tuning, and quantization so it runs locally at acceptable speed and quality. That requires ML engineering experience and compute.
