Could you build this?

No The openMapper editor is a UI layer, but it targets openOMSI, a from-scratch Rust reimplementation of a bus simulator engine that must load OMSI 2's undocumented map, spline, and scenery formats exactly. The engine, renderer, and format compatibility are the hard parts.

What it would actually take: A real version needs a 64-bit game engine in Rust (or similar) with a GPU renderer (Vulkan/Metal/DX12), a terrain and spline system, and a reverse-engineered parser for OMSI 2's binary and script formats. The editor itself would be a Rust or C++ app sharing that engine's data model. This requires graphics programming, reverse-engineering skills, and a multi-year open-source effort.
