Could you build this?

No Porting gpSP to the 3DS with per-layer stereoscopic rendering and full speed on Old 3DS requires low-level ARM optimization and homebrew hardware toolchain expertise.

What it would actually take: Start from the open-source gpSP core and port it to the 3DS homebrew toolchain (devkitARM, libctru). Stereo rendering requires splitting GBA layers and compositing them into left and right eye buffers within the 3DS GPU and timing budget. This needs a systems programmer comfortable with ARM assembly, emulator cycle timing, and GPU or framebuffer management, plus real 3DS hardware for testing.
