No The viewer is simple, but the map itself required massive GPU compute, a large corpus of licensed 3D renders, and a fine-tuned image model to generate about 14 billion pixels.
What it would actually take: Reproducing this requires obtaining bulk 3D map renders, which is restricted by Google's terms, and building a tiling pipeline for hundreds of thousands of tiles. Training or fine-tuning an image model for consistent isometric pixel art and running inference across the whole city demands serious GPU budget and ML expertise. The web viewer, using tiled WebP and zoom logic, is the easy part.
