Could you build this?
Partial The browser UI and tabs are vibe-codeable against the old Windows Phone SDK, but the platform is obsolete, its toolchain is hard to set up today, and a real browser depends on a rendering engine that has to come from the OS WebView.
What it would actually take: A realistic version would be a Windows Phone 8.x or Windows 10 Mobile app in C#/XAML that wraps the platform WebView and adds tabs, bookmarks, and settings. The hard parts are obtaining and running the legacy SDK and emulator, and any custom rendering or security work beyond the WebView. Old-platform knowledge is needed, though a solo builder could still do a basic browser.
