What it would actually take: The core is a Windows low-level hook and window-management layer (Win32 via C#, C++, or Rust) plus a layout engine and configuration UI. The hard parts are robust handling of the many quirky app windows, multi-monitor and DPI behavior, and avoiding conflicts with the OS shell. This needs a developer with Windows internals experience and extensive real-world testing.
