Could you build this?
Partial Creating the settings UI is trivial, but displaying seamless live video wallpaper behind desktop icons with low resource utilization requires platform-specific window hooking.
What it would actually take: The app must be developed in native C++, C#, or Rust to interact directly with OS window managers (e.g., finding the `WorkerW` or `Progman` desktop window handle on Windows or drawing to specific `CGWindowLevel` layers on macOS). Playback requires low-overhead hardware decoding via Windows Media Foundation or AVFoundation, paired with event hooks to suspend rendering whenever full-screen applications or games are active.
