Could you build this?
Partial Web or Office JS add-ins cannot easily draw non-intrusive floating overlays across the active Excel grid without modifying the workbook; this requires Windows desktop accessibility or API hooks.
What it would actually take: Requires a native Windows desktop utility (C#/.NET or C++) using Windows Accessibility APIs (UI Automation) or Win32 hooking (SetWindowsHookEx) to detect Excel's active cell coordinates. It draws a click-through transparent layered overlay window matching the grid position, demanding specialized Windows OS and Win32 interop programming.
