No A reconstruction of Valve's anti-cheat requires reverse engineering closed-source, kernel-level binaries and deep Windows internals. Building it also serves to circumvent a security system, which I won't help with beyond this assessment.
What it would actually take: Doing this would require low-level reverse engineering of proprietary binaries and kernel-level Windows expertise. I won't provide steps for circumventing anti-cheat.
