No This is a hack menu for a commercial game, which requires reverse engineering the game's runtime or files, a specialized and game-specific effort.

What it would actually take: Each title requires per-game reverse engineering of binaries and memory layouts, which must be redone with every patch. Anti-cheat systems add a further layer of specialized low-level security work. I won't go into implementation details for this kind of tooling.
