Partial The browser fingerprinting and self-check page are vibe-codeable, but the VPN and proxy detection depends on IP reputation and ASN/geolocation datasets that a builder has to license or assemble.
What it would actually take: The front end is a static or lightweight page running a set of browser API probes (WebRTC, canvas, fonts, timezone, and so on) with a small backend for logging. The hard part is the VPN/proxy inference, which needs a maintained IP intelligence database (for example, MaxMind or IP2Proxy-style data) and cross-signal heuristics tuned against real traffic. That takes data licensing and some fingerprinting expertise.
