What it would actually take: A realistic stack is object storage (S3-compatible) with client-side encryption, a sync engine (for example, a Rust or Go client with a delta-sync and conflict-resolution protocol), a WebDAV server, and a sharing layer using per-file keys. The hard parts are the cryptographic design and the sync correctness, which need security and distributed-systems expertise, plus an audit before anyone trusts it with data. Scaling storage and bandwidth costs is an additional operational burden.
