Could you build this?

Partial Opening repertoire trainers, spaced-repetition drills, and Chess.com or Lichess imports are standard web work. A bot that plays like humans at a given rating needs a trained human-imitation model, which is a harder piece.

What it would actually take: The app can use a chess library, a spaced-repetition scheduler, and the public Lichess or Chess.com APIs for game import. The core difficulty is the bot: a human-like move policy (in the style of Maia-type models) trained on rated game data at each skill band. That requires ML training experience and compute, though an existing open model can reduce the work.
