Partial The UI, library management, EPG and per-title scoring are vibe-codeable, but reliable playback of MKV/HEVC/DTS streams across Apple devices and a credible taste-scoring model need real media-engineering work.
What it would actually take: Build it natively in Swift/SwiftUI with AVKit for the common formats, plus an FFmpeg-based or VLC-based decoding layer for MKV, HEVC and DTS. The scoring engine can start as a simple on-device model over genre, cast and watch history, with TMDB-style metadata. The hard parts are codec and streaming robustness across many IPTV providers and the Apple TV build, so a developer with media-playback experience is needed.
