Partial The Pokédex UI is easy to build, but on-device Pokémon recognition needs a trained model and a labelled dataset of Pokémon images, which a solo builder would have to collect or license.
What it would actually take: The app is a SwiftUI or Core ML front end over a Pokémon database such as PokeAPI. The hard part is the image classifier: a labelled dataset (ideally with many angles and lighting conditions), transfer learning or fine-tuning, and conversion to Core ML with acceptable accuracy. That needs ML training experience and a data-collection pipeline, and the copyright status of the artwork needs checking.
