Partial A local voice assistant with an animated face can be assembled from open models (Whisper-style STT, a local LLM, a local TTS) and a 2D or 3D avatar with lip sync. Getting it to run responsively on consumer hardware is the hard part.
What it would actually take: Combine a local speech-to-text model, a small quantized LLM (llama.cpp or MLX), and a streaming local TTS, with viseme-driven facial animation in a WebGL or native renderer. The difficult work is low-latency streaming across the pipeline, cross-platform packaging, and tuning the face so it feels alive. That needs audio/ML engineering and graphics experience.
