Could you build this?

Partial The SwiftUI sidebar, spaces, and command bar are vibe-codeable on top of WebKit, but a Chromium-engine browser with Chrome extension support requires deep browser-engine work that vibe coding can't provide.

What it would actually take: The UI layer would be SwiftUI/AppKit with a tab model, spaces, and a command palette, all doable with AI help. The hard part is the rendering engine: embedding Chromium (via CEF or a fork) for extension and DevTools compatibility is a large C++ engineering effort, and the import of Arc data needs reverse engineering of Arc's local storage formats. A WebKit-based version is much more tractable.
