No A reliable RAW camera app needs Camera2/vendor-specific sensor access, GPU image processing, hardware-accelerated 10-bit HEVC encoding, and gyro stabilization tuned per device. Those require specialized imaging and codec expertise that vibe coding cannot supply.
What it would actually take: Build a native Kotlin/C++ app on Camera2 with RAW capture, then a Vulkan or OpenGL compute pipeline for demosaicing, noise reduction, and tone mapping. Encode with MediaCodec for 10-bit HEVC, and add gyro stabilization with IMU fusion. This needs an imaging engineer, codec knowledge, and per-device testing across many phones.
