Could you build this?

No Kling 4.0 is a proprietary video generation model that produces consistent characters and products across shots. Training and serving such a model requires massive GPU infrastructure, large proprietary datasets, and frontier research.

What it would actually take: Building a comparable product means training a large video diffusion or transformer model with multi-shot, identity-consistent conditioning, which requires huge curated video datasets and thousands of GPUs for training and inference. It also needs research in temporal consistency and reference conditioning, along with serving infrastructure for 1080p, 30-second generations. A solo builder cannot replicate this, although a wrapper around existing APIs is possible.
