Could you build this?

Partial The browser UI and billing are vibe-codeable, and programmable voice APIs can place calls. A real service needs telephony interconnect, number routing, call-quality management, and regulatory compliance, which go beyond wrapping an API.

What it would actually take: A real version would use a WebRTC front end, a SIP/PSTN carrier or CPaaS for outbound calls, and per-second metering. The hard parts are carrier contracts and unit economics for international termination, call quality, and telecom compliance. The 'hold for me' feature also needs reliable IVR and hold-queue detection, which takes telephony and audio-processing expertise.
