While you drag files in File Explorer, tap Shift, Ctrl or Alt and a wheel opens under the pointer. Drop the files on a wedge to convert images, PDFs, audio and video, compress or merge them, or zip and move them. Local only, no account.

What it would actually take: A real version would hook Windows drag-and-drop through OLE and the Shell, overlay a transparent wheel window at the pointer, and wrap conversion tools like ffmpeg. Reliable Explorer integration across Windows versions and input modifiers takes Win32 and shell-extension experience.
