Partial The learning paths, profiles, and workflow UI are buildable, but credible skill intelligence and measurement depend on proprietary skill taxonomies and assessment data.
What it would actually take: The UI, CRUD for people and skills, and LLM-generated learning paths can be vibe-coded on a standard web stack. A real version needs a validated skills ontology, labeled assessment data or outcome data to measure proficiency, and likely psychometric or HR-domain expertise to make the measurements meaningful.
