What it would actually take: Use iOS Vision or a custom OCR model for Japanese text, then tokenize with a morphological analyzer such as MeCab or Sudachi. Look up entries in JMdict and attach pitch-accent data from NHK-based or open accent dictionaries, with an Anki export via .apkg. The hard parts are accurate pitch-accent and grammar coverage and OCR on stylized manga and game fonts, which call for computational linguistics and vision-model work.
