Could you build this?
Partial The UI and file browsing are straightforward, but a real version needs native decoding for HEIC, RAW, AVIF, JPEG XL, and HDR rendering on Windows. Those decoders exist as libraries, but integrating them with color management and performance is systems work beyond casual vibe coding.
What it would actually take: Write a native Windows app in C++ or C#/WinUI that wraps libheif, libraw, libavif, libjxl, and a comic archive reader, with shell integration for file associations. HDR and wide-gamut display needs DirectX/DXGI output and color-profile handling. The hard part is correct, fast decoding and HDR presentation, which takes a developer comfortable with graphics and native Windows APIs.
