Could you build this?

Partial Monitoring and charting CPU sensors is accessible via existing hardware-monitoring libraries, but reliable automatic thermal control requires low-level, hardware-specific control of power limits and fan or cooler behavior across many chipsets.

What it would actually take: Monitoring can be built on existing sensor libraries (such as LibreHardwareMonitor) with a Windows desktop UI. Automatic regulation needs vendor-specific interfaces (Intel/AMD power-limit APIs, EC and fan control, possibly kernel drivers), which are risky and hardware-dependent. Systems-level Windows driver knowledge and extensive testing across hardware are required.
