Partial The UI, form filling, signing workflow, passwords and watermarks are vibe-codeable on top of existing PDF libraries. Real content redaction, which truly removes underlying text and images, and reliable OCR are hard and easy to get wrong.
What it would actually take: Build on an existing engine such as PDFium, MuPDF or pdf.js, with an OCR library like Tesseract for searchable scans. The hard parts are true redaction that scrubs text, metadata and image data, plus cryptographic signature handling that complies with PDF standards. Solving these requires deep PDF internals knowledge and extensive testing against malformed files.
