No Building a custom mobile operating system distribution, hardware port for the Galaxy S9, custom shell, and Linux kernel integration requires low-level systems and embedded engineering expertise.
What it would actually take: Requires embedded Linux kernel porting, device tree customization, Wayland/Weston or custom display server implementation, libhybris integration for proprietary Android hardware blobs, and custom C/C++ or Qt shell development for the Windows Phone 8.1 UI.
