Could you build this?

No This is a CS2 internal cheat with ESP and memory-based telemetry, which requires DLL injection, reverse engineering of the game, and evading VAC and other anti-cheat systems.

What it would actually take: A working version needs reverse engineering of the game engine's internals, low-level injection and memory-reading work, and continuous adaptation to updates and anti-cheat changes. This is specialized security-research-style work, and I am not providing implementation detail for it.
