Partial A chat front end that routes queries across multiple model APIs is vibe-codeable, but the claimed 'collective' intelligence, meaning the ensemble or routing method that makes the result better, is the hard, differentiating part and may need real research.
What it would actually take: The base is a multi-provider API gateway with auth, theming, and a chat UI. The hard part is the aggregation or routing algorithm, such as ensembling, judge models, or learned routing, which needs ML research and evaluation infrastructure to prove it outperforms single models.
