What it would actually take: Ingest official sources such as the Planalto portal and the Diário Oficial, then parse and version each law and its amendments into a structured database with full-text search. The hard part is legal consolidation: tracking which provisions were altered or revoked and by which norm. That needs legal expertise to validate correctness.
