Could you build this?

No It requires porting and maintaining a Chromium-based embedded browser for specific Chinese Linux distributions and CPU architectures, which is deep systems and compiler work.

What it would actually take: Building it means forking and building Chromium's large C++ codebase for LoongArch, Kunpeng, Phytium, and Hygon, then adapting networking, SSL, and rendering layers and providing Java/Kotlin bindings over JNI. This needs experienced browser engineers, cross-architecture toolchains, and ongoing upstream merge work.
