Could you build this?

Partial The UI and file parsing are buildable, but writing correct disassemblers for many ISAs and binary formats is a specialist task, though existing libraries can cover much of it.

What it would actually take: Use an offline single-file web app that parses Mach-O, ELF, PE, APK, and IPA containers, then runs decoders for arm64, ARM32, x86-64, i386, WASM, CIL, and JVM bytecode. Existing decoders such as Capstone or ported JS/WASM builds can handle most instruction decoding, so the hard work is correct symbol resolution, control-flow display, and format edge cases. That needs reverse-engineering expertise and a lot of test coverage against real binaries.
