Partial Scraping and cleaning public Brazilian legislation is doable, and a small causal Transformer in PyTorch is a standard exercise that AI can help write. A useful large-scale model trained from scratch, however, needs substantial compute and ML training expertise.
What it would actually take: The corpus part needs scrapers for government legislative portals, deduplication, and Portuguese text normalization. Training a competitive model requires a large-scale data pipeline, distributed GPU training, and tokenizer and evaluation work done by people with LLM training experience.
