What it would actually take: A real version means a validator client with a bank/runtime that executes programs deterministically, a consensus mechanism (such as Tower BFT and Proof of History), gossip networking and a ledger store, plus economic and security design. Doing this well requires a team of experienced distributed systems and cryptography engineers and substantial validator infrastructure.
