What it would actually take: The app needs native background location tracking on iOS and Android, map rendering, and a scoring engine. The hard part is a credible tourist-ness dataset for places (visitor density, guidebook or review signals, POI popularity) that is either licensed from providers such as Foursquare or Google or built from proprietary aggregation. Battery-efficient tracking and location privacy also need experienced mobile engineering.
