Could you build this?

No This is a custom AI accelerator and rack-scale system, which requires chip design, TSMC process access, and hardware and datacenter engineering.

What it would actually take: A real version requires a chip design team with expertise in HBM memory interfaces, advanced-node physical design, and accelerator microarchitecture. It also needs rack-scale cooling, power, networking, and a compiler and software stack. These require billions of dollars and years of work with foundry partners.
