Could you build this?
Partial The portal UI is straightforward, but reliably discovering public procurement notices months before they are formally published requires proprietary access or specialized domain intelligence on French municipal budgets and tenders.
What it would actually take: Building this requires scraping and NLP parsing of French municipal deliberations, consultative council meetings (BOAMP, TED, and local authority minutes), combined with public procurement domain heuristics. The hard part is the specialized pipeline detecting pre-tender intent in unstructured administrative PDFs across thousands of French public entities.
