Could you build this?
Partial Building an Android app with Bluetooth and Wi-Fi scanning APIs is straightforward, but maintaining an accurate signature database of police hardware, MAC OUIs, BLE advertisement payloads, and handling modern Android OS background scan restrictions is difficult.
What it would actually take: Requires an Android native app (Kotlin) leveraging WifiManager and BluetoothLeScanner with foreground service permissions. The core proprietary challenge is reverse-engineering and compiling a verified database of radio signatures (BLE Service UUIDs, manufacturer payload patterns, Wi-Fi SSIDs/OUIs) specifically tied to law enforcement gear (Axon, Flock, LPR systems, commercial drones).
